どの程度の規模の事業を小規模産業として位置付けるかという世界共通の明確な定義はないが、SDGsの文脈においては、1人～数名で行っている手工業製品の製作・販売、小さな飲食店や屋台での食品の提供・販売、フィリピンのSari-Sari Storeなどの小規模な小売店での商売などをイメージするとよいだろう。
small-scale industries (SSIs) という用語に代わり、micro, small and medium-sized enterprises (MSMEs) という用語も使われる、ILOでは、10人未満の集団によるものをmicro、50人未満のものをsmall、250人未満のものをmediumとして調査活動を行っている（ILO、2020）。ILOによると、世界の労働者のうち約7割がMSMEsに従事しているが、そのうち約8割の人々はインフォーマル雇用によるものであるという。小規模産業は世界の産業の基盤を支えている一方、市場への参加や原材料の確保、活動地域、資金の確保、従業員の福利厚生などの面で脆弱な面があり、公的・私的な支援が求められる場合も多い。

Micro, Small and Medium Enterprises (MSME) are central to the promotion of decent work, economic growth and social justice. Despite their significance, MSMEs face the triple challenge of low productivity, poor working conditions and high vulnerability to economic, political and environmental shocks. Women, young workers and entrepreneurs operating in the informal economy are particularly vulnerable, and face additional constraints.
