Explanation 用語の説明
接頭辞 infra- は「下の、下部の」という意味を持ち、infrastructureは直訳すると「下部組織」となるが、社会課題を議論する文脈においては社会を支える基盤となるもの、具体的には電気・ガス・水道といったライフラインや、道路や交通機関、通信設備、学校など、人々の生活や社会形成に欠かせないものを総称する際に用いられる。Target 9.1では "Develop quality, reliable, sustainable and resilient infrastructure, including regional and transborder infrastructure, to support economic development and human well-being, with a focus on affordable and equitable access for all"（すべての人々に安価で公平なアクセスに重点を置いた経済発展と人間の福祉を支援するために、地域・越境インフラを含む質の高い、信頼でき、持続可能かつ強靱（レジリエント）なインフラを開発する）と謳われており、人々のWell-beingを実現するためにはすべての人がアクセス可能なインフラの整備が重要であることを示唆している。

Infrastructure is crucial for development. From transport systems to power-generation facilities and water and sanitation networks, it provides the services that enable society to function and economies to thrive. This puts infrastructure at the very heart of efforts to meet the Sustainable Development Goals (SDGs). Encompassing everything from health and education for all to access to energy, clean water and sanitation, most of the SDGs imply improvements in infrastructure.
